Through this article, we would like to propose the method of urgent information notification or an early warning about the dangers that occur in the college environment by utilizing smartphone devices. Early warning notification media currently still has many shortcomings, a little passive, not directly to the parties who need the information. The media we mean is like a notice board or website portal owned by a college. In other words, the given early warning information may be targeted or otherwise. Therefore, here we try to provide a solution to this problem, which is by utilizing smartphone device to convey information of early warning that is happening or will occur in a campus environment. This information notification system or the early warning system is called e-Announcement. 1. Introduction Currently, notification of urgent information such as hazard warnings in a college is still using traditional media such as bulletin boards or through website portals. If we want more advanced again, the college can take advantage of information technology in the form of social media in conveying academic information. However, both traditional media and the use of social media-based technology still have limitations, i.e. less effective in find target of information delivery. If an urgent information announcement such as a hazard warning in a college is posted on a bulletin board, then anyone can see it, either in need or not. If the academic notices are posted on the website or social media page, anyone can visit it, can see but not necessarily need that urgent information. With our e-Announcement, it is hoped that urgent information such as hazard warning in a college can achieve the target accurately and quickly. Perhaps the question arises how the urgent information from a college can be targeted and done in a short time? The answer, e-Announcement that we propose requires the student to register first. After registering, user data will be stored in the database. So when the mobile platform passes the urgent information notification from the back-end app, the first thing to do is check the student ID that has been registered in the database. Related research that utilizes a smartphone device to solve various problems in life has been done by some researchers [1]-[6]. One example is the use of smartphones to provide notification of departure and arrival of the bus to a station [7]. Another example is the notification of the closest route or route to a safe place from the disaster centre [8]. So it is expected to minimize the number of victims and damage that occurred. There are also researchers who focus on notification system performance in providing services to users [9]. In developing countries, electricity distribution to final consumers stands chances of failure due to epileptic power supply. Most times, failure can come from the electric power provider or problems with poor electrification of a building. Failure is detrimental to ICT Network Operation Centers as they require a 24/7 supply of electricity to effectively carry out their operations and provide the required network service to their clients. In times of power failure or restoration, it is necessary for ICT personnel to be notified of such a failure or restoration as a smart response to either bring a quick power restoration to the unit with the use of an alternative power source or in order to put off the alternate power source. For the effective operation of a Network Operation Center (NOC) in times of power outages or restorations, a Global System for Mobile Communication (GSM) based Short Message Service (SMS) notification system (ezzzyNotifier) which incorporates a shift timetable arrangement was developed. The system was tested and was found to work satisfactorily with an average user satisfaction of 87%. This paper, therefore, presents the design and implementation of a GSM-based SMS notification system for ICT Network Operation Centers.

The dream and efforts taken by these aspirants may become in vain when they are not notified about these examinations and the details of the examination on time. Some may be aware and some may not be aware at all. If at all they are aware they might have to refer various sources like newspapers and websites to know about the details. This issue can be overcome by the proposed system. In today’s ubiquitous computing environment where the number of devices, applications and web services are ever increasing, human attention is the new bottleneck in computing. To minimize user cognitive load, we propose Attelia, a novel middleware that identifies breakpoints in user interaction and delivers notifications at these moments. Attelia works in real- time and uses only the mobile devices that users naturally use and wear, without any modifications to applications, and without any dedicated psycho-physiological sensors. Our evaluation proved the effectiveness of Attelia. A controlled user study showed that notifications at detected breakpoint timing resulted in 46% lower cognitive load compared to randomly-timed notifications. Furthermore, our “in-the-wild” user study with 30 participants for 16 days further validated Attelia’s value, with a 33% decrease in cognitive load compared to randomly-timed notifications.

Abstract. Notifications are critical when an emergency scenario is going to happen (e.g. a hurricane approaching); so the ability to transmit notifications to different kind of users is a crucial feature for Emergency Management Systems. In this work an ontology was developed by investigating different sources: ac-cessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf blind people). The knowledge codified in the proposed ontology could be used to enhance and promote the use of non-conventional interfaces for notifying emergency mes-sages thus providing accessibility under different conditions and for different kind of users.
