Engagement between Iwi Maori and local government operates within a complex environment of involving multiple expectations within multiple statutory frameworks. Not surprisingly different models of engagement have developed, some of which are more successful than others at achieving meaningful relationships and acknowledging the unique status of indigenous organisations.

The European Union (EU) has closely correlated different aspects of the peace process in Bosnia with progress towards European accession. The ‘power of attraction’ of EU membership would presumably induce the Bosnian authorities to accept the adaptation costs of political and economic transformation. However, the Europeanisation approach has not produced the expected results. The track record of the EU’s policies towards Bosnia represents a paradigmatic case of what would happen if almost nothing works as efficiently as in the case of the countries that joined the EU in 2004 and 2007. The article investigates the causes of EU policy failure in Bosnia and claims that the EU has not effectively responded to three challenges: 1) adjust the process to the needs of an ethnically divided post-war state; 2) preserve the credibility of accession conditionality, and 3) convey the proper messages on how to comply with EU rules. Therefore, the article argues for a more cohesive and consistent EU approach towards Bosnia.

In Brazil’s large cities, more than half a million people survive by collecting and selling solid waste. Most face very poor working conditions and have very low incomes as the intermediaries to whom they sell pay low prices. Their activities are even considered illegal in some nations. But the waste pickers save city governments money, contribute to cleaner cities and reduce the volume of waste that has to be dumped (by up to 20 per cent). After describing the waste pickers and the city and national associations they have created, this paper describes the recycling industry and gives some examples of better methods of recycling. These include waste picker cooperatives that can sell the materials they collect direct to industries and that have partnerships with city governments who provide access to wastes, better prices and facilities to improve working conditions (including transferring the recycling from dumps to recycling centres).

The purpose of this article is to stimulate and inform discussion about the community role in sustainable development and to broaden our understanding of the opportunities for sustainable community development activity. It begins with an overview of sustainable development, question-ing its focus on poverty as a major source of environmental degradation, and suggesting instead that both poverty and environmental degradation result largely from wealth. It next examines the concepts of natural capital and social capital, whether (and if so, how) they are linked, and explores their implications for sustainable development at the community level. Podstawowym celem artykułu jest analiza udziału kobiet w samorządzie lokalnym i wiejskim na przykładzie funkcji radnej gminy i sołtyski. Autorka poszukuje odpowiedzi na pytania o skalę tego zaangażowania, jego zmian w czasie oraz przestrzennych zróżnicowań. W pierwszej części artykułu została opisana dynamika zmian udziału kobiet w samorządzie lokalnym i wiejskim przed i po 1989 r. Następnie zostaną omówione zróżnicowania zaangażowania kobiet w strukturach samorządowych w poszczególnych regionach kraju. Ogólny trend wzrostu odsetka kobiet wśród radnych i sołtysów jest kształtowany przez: uwarunkowania instytucjonalne i polityczne, charakter samych funkcji, poziom kapitału kulturowego oraz zasoby biograficzne samych kobiet wiejskich, proces redefinicji ról społecznych kobiet i mężczyzn oraz czynniki kontekstowe. Treść artykułu opiera się na wybranej literaturze przedmiotu, dostępnych statystykach publicznych oraz wynikach jakościowego badania własnego.

Social housing in Malaysia is provided through the public and private sectors. Recently, the Selangor Zakat Board (SZB) has started to provide social housing in the state of Selangor, Malaysia. Up to 2007, a total of 906 units have been delivered under its different programmes. This paper evaluates these programmes by adopting the housing satisfaction model which is currently used as a customer satisfaction tool for public/private housing in many local governments in the UK and USA. The main purpose of this paper is to identify the types of housing programmes adopted by SZB and examine beneficiaries’ housing satisfaction in each programme on a comparative plane. In order to examine housing satisfaction, five objective components of satisfaction—housing unit features, housing unit support services, the social environment, public facilities and neighbourhood facilities—were analysed through beneficiaries’ levels of satisfaction which were measured by applying a Likert scale. The findings of the paper indicate that SZB has been successful in providing a moderate level of satisfaction with the housing unit. However, the existence of variable levels of satisfaction with other components implies that there is still scope to enhance residents’ satisfaction with those components.

In the paper we focused on central and local government bodies and their attitude towards information and communication technology. By analysing web pages, inquiring public servants and testing the responses on citizens' questions we tried to discover influences of Internet on better informing of citizens, their participation in making decisions of public interest and communication between citizens and central and local government bodies.

This paper discusses the findings of a study undertaken by a team from the University of Birmingham's Institute for Local Government Studies (INLOGOV), funded by the Economic and Social Research Council. The research explores the implications for democratic practice of collaborative working through partnership arrangements in the public sector. Through a study of multi-organisational partnerships in two local authority areas, the research identifies a problem for policy makers to address: partnerships are flexible management tools, but exhibit a democratic deficit in terms of the rules and procedures of public governance when measured against a benchmark of elected local government. Partnerships are in, but not of, the community.

Bayesian Belief Network (BBN) modelling may be applied in rural extension in situations where program outputs are influenced by variables which are sequentially influenced by other variables. For a recently completed agroforestry extension program in Leyte the Philippines, BBN modelling of site factors, establishment practices and risk, predicted widely different program outputs for different levels of extension assistance and farmer inputs. In a situation where very little was known about how farmers would respond to offers of extension assistance, monitoring of the program over a period of three years revealed that extended extension assistance was crucial in determining the likely survival and growth of trees. Extended extension assistance was also important for the elimination of unsuitable sites and the use of appropriate establishment procedures. In urban communities, infrastructures that support living are indispensable. There is increased interest in alternative ways of providing such support systems, including semi-autonomous infrastructures resulting from the self-organization of local actors. In this study, we analyze the emergence and management of such infrastructures in light of the theory of complex adaptive systems, within which they are called ‘inverse infrastructures’. Empirical evidence is drawn from the case of water cooperatives in the town of Ikaalinen, Finland. Our analysis shows that, with favorable preconditions in place, inverse infrastructures may contribute significantly to local infrastructure services and so also to the functioning of society.
