Abstract. In the private sector business process management is a common and well-established practice. In the public administration in Europe, this does not hold true to the same degree. However, currently we observe some considerable challenges. Important keywords such as eGovernment, networking, interoperability, compliance and governance and their relation to the administration processes are getting increasing focus.

Based on interviews with bureaucrats and judges in several Swiss cantons, this article analyzes how bureaucrats decide to order immigration detention and how the judicial review shapes their decisions. The authors argue that discretionary decision-making regarding immigration detention is structured by the web of relationships in which decision-makers are embedded and affected by the practices of other street-level actors. The varying cantonal configurations result in heterogenous bureaucratic practices that affect the profiles and numbers of persons being detained. In particular, differences in judges' interpretation of legal principles, as well as in their expectations, strongly affect bureaucratic decisions.

Social justice leadership has become a popular topic and catchphrase in the field of educational leadership. However, most scholarly and empirical contributions have ignored the inherent tensions, challenges and dilemmas associated with the practice of school leadership and the realities principals confront on a daily basis. This is partly because researchers have tended to ignore multiple facets of justice in their empirical investigations as well as how larger forces outside the school associated with historical, political, social and economic injustices marginalize students and communities. This article explores three cases of challenging school–community contexts that confound and partially subdue the efforts of well-intentioned principals. Each case highlights a dedicated principal committed to their school and community, and documents the significant progress made in addressing particular social justice issues, but also how they confronted justice dilemmas that they believed required them to prioritize certain social justice issues over others. These findings have important implications for how principals view their communities and engage in critical reflection about the leadership decisions and actions they take on a daily basis. This article concludes with implications for future research and a discussion of how aspiring principals can be better prepared to lead for social justice and effectively address justice dilemmas without ignoring or putting off other injustices.

Philippine Public Administration, as a discipline and a practice, has played a key role in institution building and capacity development over the years. This has been true even during conflict and post-conflict periods. The chapter delves into how conflict situations have affected Philippine Public Administration by discussing it through an interstate and intra-state conflict that the country has been confronted with through different periods of its history. The first case discusses the various public reorganization and civil service initiatives within the ambit of the interstate backdrop of post-World War II reconstruction. The second case tackles how public administration mechanisms and institutions have been designed and set up as a response to an intra-state conflict in the Southern Philippines, more popularly known as the Bangsamoro Autonomous Region, that has seen armed struggle since the 1970s brought about by the Muslim minorities' rebellion against the central government.

Megaprojects are large, they are constantly growing ever larger, and more and more are being built in what has been called the biggest investment boom in history. This chapter serves as an introduction to megaprojects, and to The Oxford Handbook of Megaproject Management. First, megaprojects are defined and the size of the global megaprojects business is estimated. Second, drivers of the megaproject boom are identified, including monumentalism and the technological sublime. Third, ten things you must know about megaprojects are detailed, from their tendency to suffer from uniqueness bias to their overexposure to black-swan events. Fourth, the "iron law of megaprojects" is identified as a main challenge to megaproject management: "Over budget, over time, under benefits, over and over again." Finally, the main structure of the Handbook is set out as covering the what, the why, and the how of megaproject management, in terms of the challenges, causes, and cures that students of megaprojects must decipher to better understand and better manage megaprojects.

This paper discusses the agencification phenomena as one of New Public Management (NPM)-based administrative reform initiatives. Thailand, Hong Kong, and Pakistan were chosen because of their similarity on administrative legacy and availability of data. The study uses a review of literature research method, while comparative approach was employed to analyze experiences of agencification in the three selected cases. Research result showed that the three countries implemented agencification in different ways; rational agency model is not the only driver for agencification initiatives; and contextual factor that include traditions, cultures, structures, and values influence the implementation of agencification process as a public sector reform initiative. Policy implications can be drawn by reading the three countries on agencifi-cation. Thus, Indonesia, as one of NPM adopters can learn from experience gleaned from the three polities in conducting its administrative reform agenda.

In Italia, vasti fenomeni di riforma hanno interessato, in anni recenti, l’organizzazione e la gestione delle pubbliche amministrazioni, introducendo strategici modelli organizzativi di riferimento, idonei meccanismi in grado di operare accurate valutazioni, nonché automatismi previsti per intervenire mediante specifici correttivi, tutti funzionali ad assicurare che la risposta della Pubblica Amministrazione ai bisogni della collettività sociale potesse risultare sempre più improntata a criteri di efficienza. I processi di riforma cui ci si riferisce sono da doversi inserire in quella più ampia fase di sviluppo e di cambiamento che ha rappresentato ragione sostanziale d’avvio a radicali modifiche degli organismi istituzionali, nell’ambito dello Stato, delle Regioni e degli altri enti locali, oltre che nel quadro complessivo
in cui si muove l’Unione Europea.Questo percorso evolutivo assume un ruolo primario nella crescita della competitività e della capacità potenziale dell’economia italiana; trattasi di una riforma ormai necessitata alla luce della attuale situazione di congiuntura economica
al fine di uscirne cogliendo le opportunità di ripresa che attenti economisti hanno individuato. Il saggio ricostruisce il percorso evolutivo della digitalizzazione della Pubblica Amministrazione in Italia, delineando i principali interventi pubblici nel settore dell'innovazione tecnologica e mettendo in rilievo la necessità di nuove logiche produttive e nuovi modelli comportamentali per realizzare una amministrazione efficiente e flessibile. In tale prospettiva viene messo in rilievo l'ambito (e, soprattutto, le peculiarità) del concetto di managerialità tra pubblico e privato e la trasformazione degli enti locali e delle Regioni in luoghi di programmazione controllata.

Street-level bureaucrats implementing public policies have a certain degree of autonomy – or discretion – in their work. Following Lipsky, discretion has received wide attention in the policy implementation literature. However, scholars have not developed theoretical frameworks regarding the effects of discretion, which were then tested these using large samples. This study therefore develops a theoretical framework regarding two main effects of discretion: client meaningfulness and willingness to implement. The relationships are tested using a survey among 1,300 healthcare professionals implementing a new policy. The results underscore the importance of discretion. Implications of the findings and a future research agenda is shown.

ÖZ Bu çalışmanın amacı, Türkiye Cumhuriyeti Hükümetlerinin engellilik olgusuna yaklaşımını hükümet programları çerçevesinde ele almaktır. Bu doğrultuda çalışmada, içerik analizi yöntemi ile 1923'ten bu güne kadar göreve gelmiş 65 hükümet tarafından hazırlanan program incelenmiştir. Çalışmada öncelikle hükümet programlarında yer alan engellilere yönelik amaç ve hedefler ortaya konulmuştur. Daha sonra bu amaç ve hedeflerin, engellilerin sorunlarının yoğunlaştığı " ayrımcılık yasağı ve eşitlik, erişilebilirlik, istihdam, eğitim, sağlık ve rehabilitasyon, sosyal yardımlar, mevzuat ve kurumsal yapı " alanları çerçevesinde dağılımı ele alınmıştır. Elde edilen bulgulara göre, engellilik son döneme kadar hükümet programlarında sınırlı düzeyde yer almıştır. Engellilere yönelik amaç ve hedefler daha çok sosyal yardımlar etrafında yoğunlaşmıştır. Ancak 58. Hükümet (2002-2003) ile birlikte bu amaç ve hedeflerin çeşitlendiği ve çağdaş bir engellilik yaklaşımının benimsendiği tespit edilmiştir. ABSTRACT The aim of this study is to handle the approach of the Governments of the Republic of Turkey to the disability fact within the framework of government programs. According to this aim, the government programs which were prepared by 65 govenment which has been establisheb between 1923 and today are analyzed with content analysis method. In the study primarily, the goals and targets for disabled people which are included in the government programs are revealed. Then, the distribution of these goals and targets was handled within the framework the eight fields as " non-discrimination and equality, accessibility, employment, education, health and rehabilitation, social assistance, legislation and institutional structure " in which the problems of people with disabilities are more intense. According to the findings result, disability was taken limited part in the government programs until the last years. The goals and targets for disabled people are concentrated around social assistance field. But with the 58th Goverment (2002-2003) it has been determined that these goals and targets are diversified and a modern disability approach is adopted.

Opisuje się kompetencje konstytucyjnych organów państwa umożliwiające kontrolę służb specjalnych. Na rynku wydawniczym nie ma opracowań na temat służb specjalnych, a z pewnością brakuje pozycji książkowej, która byłaby syntezą o charakterze typowo prawniczym. Książka może okazać się nie tylko niezwykle płodnym źródłem inspiracji w ciągle aktualnej dyskusji na temat służb specjalnych, ale również bardzo potrzebną i poszukiwaną przez studentów pomocą dydaktyczną na takich kierunkach studiów, jak: bezpieczeństwo narodowe i wewnętrzne, administracja oraz prawo.

The book points out that rural regions need proper attention at the global level concerning solid waste management sector where bad practices and public health threats could be avoided through traditional and integrated waste management
routes. Solid waste management in rural areas is a key issue in developing and transitioning countries due to the lack of proper waste management facilities and services. The book further examines, on the one hand, the main challenges in the development of reliable waste management practices across rural regions and, on the other hand, the concrete solutions and the new opportunities across the world in dealing with municipal and agricultural wastes. The frameworks are analogous to a "play", which is connected to a unique purpose and directs the movement of players during the game. Examples from award winning student research support the chapters that introduce 4 different conceptual frameworks. Before a player can enter the game, he or she should be in shape and understand the rules. Effective teams have systems in place that help their players achieve top physical abilities. Likewise, student scholars need systems in place to ensure they have the necessary skills and preparation to conceptualize and write a strong paper. To do this, it is helpful to bring project management skills to the task of writing a paper. A project management system organizing a scholar's time, materials and Ideas is presented. While it is not new that Nigeria is challenged by a huge infrastructure deficit, the COVID-19 pandemic has exposed the country’s comatose healthcare system. Given the country’s dwindling revenue, massive debt profile and the inability of the public-sector to efficiently manage public facilities in the country, this paper examines how the public-private partnership model of infrastructure procurement can be deployed as a solution for Nigeria’s healthcare crisis. In addition to the above, this paper takes a look at how a partnership with the private sector can aid Nigeria’s quest towards achieving healthcare-related Sustainable Development Goals. The paper also considers two healthcare-based projects as case studies to serve as lessons for future projects in the country. Among others, the paper recommends a holistic long-term solution for the country’s healthcare needs.

Performance evaluation defined as all of the attempts to determine the success and
development of the employees is one of the most important tools of modern human resources
policy.
Developments in today’s management philosophy have changed the role of school
administrators with it. In particular, the transition from the classical type of evaluation to
performance evaluation system based on human resources management were tried out by the
Ministry of Education; but systematized performance evaluation criteria could not be established.
The purpose of this study is to determine performance evaluation criteria for administrators
working in primary and secondary schools in İzmir, the factors that lower the administrator’s
performance, the approach to be considered in the performance evaluation. Moreover, this study
aims at identifying the preferences of secondary school administrators and teachers about the sub-
domains results will be used and any significant differences between these groups.
The data of this research is obtained via personal information form and scale from teachers
and administrators working at 51 state schools (primary and secondary) in districts of Izmir
province.
Percentages and frequencies were used in the analysis of data and a variance analysis has
been carried out to determine the significant differences between the averages of groups formed
according to the variables of duty of administrators and the teachers, seniority, tenure, school size,
educational status, performance evaluation frequency.
Performance evaluation criteria has been shown to differ significantly within the sub-
dimensions factors reducing performance, the approach to be taken into account in the
performance evaluation, and performance evaluation tasks among the participants with respect to
the variables seniority, school size, performance evaluators and frequency of the performance
evaluation. There is no significant difference with respect to the variables tenure and education
status.

La tecnologia blockchain sta catturando sempre più l’attenzione degli operatori del settore tecnologico e delle istituzioni italiane ed europee. Le molteplici applicazioni di questa tecnologia, in una prima fase accostate esclusivamente al settore finanziario, sembrano oggi avere una portata sterminata: servizi pubblici, tutela della privacy, identità digitale, tracciamento delle filiere produttive sono soltanto alcuni degli ambiti compatibili con quella che sembra poter essere una nuova rivoluzione industriale. Solo di recente, però, esse sono state oggetto di studio nell’ambito del diritto pubblico, aprendo nuovi orizzonti che non possono essere più esclusi dal dibattito della scienza dell’amministrazione. Il presente lavoro, oltre a fornire una panoramica sul dibattito inerente al delicato rapporto tra tecnologie emergenti e regolamentazione, intende mettere in luce i possibili ambiti di applicazione che la blockchain potrebbe trovare nell’ambito della pubblica amministrazione.
