This paper discusses the findings of a study undertaken by a team from the University of Birmingham's Institute for Local Government Studies (INLOGOV), funded by the Economic and Social Research Council. The research explores the implications for democratic practice of collaborative working through partnership arrangements in the public sector. Through a study of multi-organisational partnerships in two local authority areas, the research identifies a problem for policy makers to address: partnerships are flexible management tools, but exhibit a democratic deficit in terms of the rules and procedures of public governance when measured against a benchmark of elected local government. Partnerships are in, but not of, the community.

This article is a case study of the French TV series Un Village francais , broadcast on France 3 from 2009 to 2017. Based on interviews and observations of the cast and crew members, it attempts to unravel the relationships between writers, producers, directors and broadcasters within the French television industry. First, some particularities of television production in France are briefly addressed. These include: the limited number of channels commissioning original TV series; the still unestablished concept and professional practice of showrunners and the lack of an industrialized process in creating televised serial narratives; and the dominant status of directors, which contributes to the weakened position of TV writers within this economy. The focus of the article is then the pre-broadcast history of the series, from the early stages of its conception to the later stages of its production. The concept of a digital ecosystem (DE) has been used to explore scenarios in which multiple online services and resources can be accessed by users without there being a single point of control. In previous work we have described how the so-called transaction languages can express concurrent and distributed interactions between online services in a transactional environment. In this paper we outline how transaction languages capture the history of a long-running transaction and highlight the benefits of our true-concurrent approach in the context of DEs. This includes support for the recovery of a long-running transaction whenever some failure is encountered. We introduce an animation tool that has been developed to explore the behaviours of long-running transactions within our modelling environment. Further, we discuss how this work supports the declarative approach to the development of open distributed applications.

Purpose – Increasing pressure to enhance research coupled with a desire for a broadening of academic input, are prompting greater levels of collaboration. Research collaboration can generate notable benefits but can also pose a variety of challenges. The purpose of this paper is to explore the reasons, facilitators, benefits and challenges of academic collaboration. It also provides suggestions to manage identifiable risks and enhance team dynamics. Design/methodology/approach – This is a conceptual paper exploring prior literature in relation to the contentious points of research collaboration, particularly in regard to authorship attribution. Findings – The authors present two checklists that researchers can utilise to ensure the successful completion of collaborative projects. In recent years, a growing number of schools, colleges, universities and other learning institutions have been converting their existing courses into E-Learning applications. To implement this, the authors are developing a Macromedia Flash E-Learning Web application able to fully include item data input and adaptive testing capabilities using item response theory. The project’s goal is to maximize the capabilities and the reusability of the multimedia content produced by using the IMS-QTI standard. The application’s adaptive testing functionalities will be implemented by proposing new IMS-QTI sub-standards for item parameters and interfacing parameters’ characterization.

This article is a case study of the French TV series Un Village français, broadcast on France 3 from 2009 to 2017. Based on interviews and observations of the cast and crew members, it attempts to unravel the relationships between writers, producers, directors and broadcasters within the French television industry. First, some particularities of television production in France are briefly addressed. These include: the limited number of channels commissioning original TV series; the still unestablished concept and professional practice of showrunners and the lack of an industrialized process in creating televised serial narratives; and the dominant status of directors, which contributes to the weakened position of TV writers within this economy. The focus of the article is then the pre-broadcast history of the series, from the early stages of its conception to the later stages of its production. Un Village français is indeed created by an a-typical trio of executive co-producers: a producer (Emmanuel Daucé), a writer (Frédéric Krivine) and a director (Philippe Triboit), championed by a non-executive head producer (Jean-François Boyer). Eventually winning over reluctant channel executives, their stubbornness and ambition was rewarded by prime-time airings on a public channel of what is now widely regarded like a show bearing the marks of authorship. The aim is to understand the creative and economic processes at stake, and their impact on the narrative.

Interoperability has become recognized as a problem in the AEC sector due to the many heterogeneous applications and systems typically in use by the different players, together with the dynamics and adaptability needed to operate in this sector. In spite of the availability of many proposals to represent standardized data models and services for the main business and AEC activities, the goal of seamless global interoperability is far from being realized. Instead of focusing only on the technological level, the authors suggest that seeking solution(s) to the interoperability problem should include an analysis of an interoperability value proposition in the AEC sector, i.e., at the business level. The model presented for measuring the impact of interoperability at the enterprise level considers the interaction type, breadth of the impact, and geographic range dimensions. A specific analysis of actual and potential value of interoperability in the AEC sector is also conducted.

The objective of this article is to point out factors that contribute to the dissociation between educational theory and practice, and to present the strategies for their reunification. The text deals with the devastating effect of this conceptual rift, which gives rise to an endless dilemma involving researchers, teachers, and educational managers. In such scenario, because of the lack of a communication channel between Science and current pedagogical practices, the results of this study reveal: a) the existence of feelings of threat to the credibility of Education as a profession; b) the possibility of scientists inadvertently outlining conceptual models distanced from the reality of the classrooms; and c) the risk that those responsible for public policies begin to defend educational practices that turn out to be ineffective in our days. Therefore, the article shows guidelines for the reunification of the concepts of educational theory and practice, emphasizing: a) the professional education of the teacher-researcher; b) the participation of the researcher in the school daily life; and c) the collaborative work between the academic researcher and the teacher in the classroom. Lastly, the work presents two North American educational programs that succeeded in associating academic research to school practice, using as their support a developmentalist model of work.

Para o presente projeto de investigação, planificou-se uma unidade didática para ensino de inglês como língua estrangeira no 8º ano do Ensino Fundamental. Conceberam-se recursos educativos digitais, como um livro digital iBook. Este foi explorado em aula autonomamente pelos alunos de forma colaborativa com recurso a tablets iPad. Testou-se a compreensão da leitura, mas com o objetivo de levar os alunos à produção de pequenos vídeos e de estimular a produção oral, por meio da apresentação dos respetivos trabalhos à turma. Os objetivos deste trabalho visavam o impacto destas estratégias e tecnologias no desenvolvimento da competência comunicativa, na motivação dos alunos e na utilização das tecnologias pelos professores. Foram previamente analisados outros estudos semelhantes, procurando vantagens e desvantagens deste tipo de trabalho, cujos resultados se procuraram corroborar. A implementação foi realizada com duas turmas e respetivos professores, tendo sido recolhidos dados antes e depois da implementação da unidade didática. Foi recolhido e analisado o seguinte corpo de dados: questionários de motivação para os alunos, escala de utilização das tecnologias para os professores e produções dos alunos. No final entrevistaram-se ainda ambos os professores. Os resultados apontaram algumas diferenças positivas em termos da motivação e desenvolvimento de competências por parte dos alunos. Quanto aos professores, verificou-se que o uso destas tecnologias poderá favorecer e estimular atividades de produção por parte dos próprios alunos em aula.

La complejidad conceptual de los temas a abordar en la asignatura “Metodología Arqueológica”, del primer curso del Doble Grado en Geografía y Gestión del Territorio e Historia de la Universidad de Sevilla, hacen necesario implementar un Proyecto de Innovación Educativa que ayude al alumnado a asimilar dichos conceptos de una forma holística y alejada del modelo tradicional de aprendizaje. Los objetivos propuestos son de carácter teórico-práctico, centrados en la adquisición de conocimientos y habilidades presentes en el programa de la asignatura. Se trata de que el alumno sea capaz de comprender la complejidad de la ciudad histórica, de aplicar los principios básicos de la prospección arqueológica al entorno urbano, de realizar un análisis e interpretación de distintos elementos siguiendo alguna de las corrientes teóricas estudiadas y de manejar datos arqueológicos en el espacio. El objeto de estudio elegido son los spolia clásicos presentes en el paisaje urbano de Sevilla. La metodología se basa en el trabajo cooperativo entre alumnos, a través de la configuración de grupos de entre cinco o seis miembros. Para facilitar la tarea se ha dividido el área de estudio en sectores, asignados a cada uno de los grupos. A continuación se ha procedido a realizar el trabajo de campo con ayuda de un plano y fichas donde han sido registrados y analizados los distintos elementos identificados. Los resultados obtenidos han sido expuestos en el aula ante el resto de compañeros.

It represents the emergence of a new culture-a virtual culture with new paradigms-which differs crucially from preceding cultural forms. In this chapter, the implications of this paradigm shift, for policies concerning learning, curriculum design, and teacher education will be discussed.
